Description: SCP-1413 is an anomalous phenomenon that affected the entire population of the Earth on January 26th, 2023 and lasted about seven hours. At this time, the cause of SCP-1413 is unknown.
Based on the latest data, on the afternoon of January 26th, at exactly 12:00 noon Beijing time, all people on Earth who were conscious slowly turned toward Wenmei Guangjing and looked in his direction for the entire duration of SCP-1413. As a result of this event, a large number of accidents occurred around the world, causing at least several thousand deaths. The incidents were mostly caused by the loss of control of transportation, the inability to coordinate in the battle area and conduct surgical operations, and the violation of the special containment procedures of several SCP-objects, particularly SCP-689.
Wenmei Guangjin, a 75-year-old Mongoloid, was in his private home in Xining City District, Qinghai Province, China, when SCP-1413 began. Apparently, Wenmei held a high position, presumably the role of a specialized advisor, in China's military administration, where he had been removed a year earlier. It is not known what position Wenmei held before that; virtually all materials on the case have either been lost or purposefully destroyed, either by Wenmei Guangjing himself or, presumably, by the Chinese government. What is known for now is that he was directly in charge of some kind of military project deployed in nearby provinces. The Chinese government has declined to comment on the matter.
Apparently, the day before SCP-1413, Wenmei Guangjin officially retired and left his position. The relationship of this event to SCP-1413 has not been established.

18:49The footage is from Dr. Sao Tsezin's body camera. He and several other agents, having some difficulty in coordination, enter a large concrete building, standing away from the others and decorated with various ribbons and lanterns.
Most of the rooms are fairly clean, but in the middle of the living room, Dr. Tzesin notices traces of ash blown in by the wind from the terrace. As Dr. Tzesin moves closer, he sees a still smoldering fire with a large amount of papers still burning.
Dr. Tsezin: Hurry up! See if there's anything left.
Several agents go out on the terrace and try to find the intact papers. Dr. Tsezin goes inside the house.
After a while, he comes to a closed door, presumably a bedroom. He beckons to a couple of agents, one of them, holding a gun at the ready, opens the door.
Behind the door is a rather cramped, windowless room with the stale light of a gas lamp. Unlike the rest of the house, this particular room looks very modest. There is a bed next to a small nightstand with a stack of philosophy and ethnic books on it. On the bed, Wenmei Guangjin sits silently, his gaze fixed on the floor. He is holding a pistol.
Dr. Tsezin: Quiet. (Gestures for the agents to put their weapons away and enters the room.) Hello, are you…?
Wenmei Guangjin raises his eyes to the people who have entered. He looks them over for a while before lowering his gaze again.
Wenmei Guangjin: Who are you?
Agent A: We are from the people's police. We have been informed that you have a fire on your terrace….
Dr. Tzesin: (Gestures for the agent to be quiet.) No, we are not from the People's Police. I will allow myself to be frank with you. We are members of a non-governmental organization for the concealment and containment of phenomena of an unidentified nature…
Wenmei Guangjin: (Interrupts.) SCP?
Silence.
Dr. Tsezin: You've heard of us, if I understand correctly….
Wenmei Guangjing: Yes. I have crossed paths with you several times.
Dr. Tzesin: Good. Then I will be brief - you see, you have, as far as we can believe, become the center of an anomalous phenomenon of unprecedented proportions. Apparently, the whole world is now watching you.
Wenmei Guangjin: Explain?
Dr. Tzesin: If I understand everything that is happening correctly… Some time ago, all the people on Earth turned their gaze in your direction and cannot return to normal. As you realize, this has caused many deaths.
Silence.
Dr. Tsezin: Do you know what could have caused such an event?
Silence.
Wenmei Guangjing: And what do you plan to do to me?
Dr. Tzesin: Unfortunately, we currently have no information on how to prevent this phenomenon. At the moment, the current theory involves your… Death.
Venmei examines the gun in his hand.
Wenmei Guangjin: All right.
Dr. Tzesin: Were you… Were you going to kill yourself?
Wenmei Guangjin: Sort of.
Silence.
Dr. Tzesin: Before we end here… Please tell us what you've been doing lately, or maybe in the past? It will help our investigation a lot in the future.
Wenmei Guangjin: It doesn't matter. My life is coming to an end and it doesn't matter how I lived it. If what's happening is a punishment for me, I don't care.
Silence.
Dr. Tzesin: Punishment?… What have you done in the past?
Silence.
Wenmei Guangjin: Nothing.
Wenmei puts the muzzle of the gun in his mouth and fires a shot.
